According to the current legislation, before the execution of works, for which a building permit or approval of small-scale construction works is not required, an electronic certificate of a competent engineer is compiled, issued by the information system of the Technical Chamber of Greece (TEE) which will state that in the area of the property for the work in progress does not require approval from any relevant body. In case approvals are required from other bodies or collective bodies, a file is updated with the above approvals. These approvals may come from the Council of Architecture, Archeology, the Forest Service and other bodies as appropriate.
In which cases can an electronic certificate be issued by the engineer?
- legally existing buildings, buildings or parts of buildings which have been exempted from demolition or have been subject to any demolition exemption law
- in neat arbitrarily
- on plots or plots as long as the urban planning provisions are not violated on plots,
- land or buildings not located in a forest, stream, seashore or beach, in a designated archaeological site where construction is prohibited, in an area of absolute protection, in an approved common area of the city or settlement, in buildings that are statically dangerous, before the hazard is removed, in a part of a building constructed after the institution of a passing gallery and falling within it, despite the limit of international, national, provincial, municipal or community roads within a width of fifty percent (50%) of the statutory long-distance transport safety.

What are the works for which a building permit or small-scale work is not required and an engineer certificate must be issued?
a) interior painting work, minor door and window repairs or individual repairs for use and sanitation, floor repair or replacement;
b) minor interior repairs or alterations that do not alter the load-bearing structure of the building, as well as structures required for the movement or any kind of service to persons with disabilities or persons with disabilities. Elevator construction is not included.
c) exterior painting or replacement of railings or repair of coatings or repair of facades without the use of scaffolding;
d) maintenance, repair, alteration and / or partial replacement of installations and pipes of buildings;
e) replacement of interior or exterior windows and glazing in the same opening;
f) maintenance and repair of roofs or rooms without the use of scaffolding;
g) small soil formations up to plus / minus 0.80 m from the natural soil;
h) installation of air conditioners and wall-mounted gas boilers for heating and domestic hot water production in existing buildings, installation of wall-mounted gas boilers for heating or domestic hot water production in ground-floor outdoor dwellings, installation of supply and regulation systems, meters and drainage pipes, installation of High Efficiency Electricity and Heat Cogeneration Systems (S.I.TH.Y.A.), above ground distribution stations or measurement and regulation of natural gas.
i) installation of solar water heaters.
j) installation of passive solar systems or replacement of external frames or installation or replacement of chimneys on the exteriors of existing buildings, without the use of scaffolding, as part of the “Resident Savings” program, as well as installation or replacement of passive solar systems or replacement chimneys on the exteriors of existing buildings without the use of scaffolding,
k) installation or installation of equipment in buildings, such as closets and flower pots, change, installation or removal of balcony partitions, as well as installation of a small area of permanent decorative and utility elements, such as statues, fountains, iconostasis, benches and tables, or tables surface up to three (3) sq.m. in uncovered areas of plots and fields,
l) construction of stoves, ovens and fireplaces with their chimneys in uncovered areas of plots or fields, provided that there is a building with residential use, as well as in a building that has a building permit or exists legally, provided that the load-bearing elements of the building are not affected by use of a dwelling, and provided that they are independent, detached dwellings with an independent supporting organization,
m) construction of a pergola with or without temporary surface shades up to fifty (50) sq.m., in uncovered areas, courtyards and ground floor terraces, unless prohibited by special provisions in force in the area; n) constructions, such as stairs, ramps, supports and terraces in uncovered areas of plots and fields,

o) installation of temporary awnings, blinds, canopies and awnings; p) laying of floor of uncovered space, provided that it does not exceed 1/3 of the uncovered space;
q) soil formation up to 0.80 m from the natural soil for reasons of improving its natural relief, using natural unbound materials, such as soil and stone without mortar, without altering its general natural geomorphology, the natural slope of rainwater runoff and starting altitude measuring stations,
r) constructions within a plot-field for the creation of entrance spaces in the plots and plots, height up to two and a half (2.50) m., width up to two and a half (2.50) m. depth up to one (1.00) m.,
s) constructions for the placement of electricity meters on the boundaries of the plot plots or within their uncovered areas, in accordance with the applicable specifications;
ik) photovoltaic systems on buildings and for systems up to 100kW,
u) construction of underground bases from reinforced concrete for the installation of electromechanical equipment of any kind, the installation on them of the respective electromechanical equipment, outdoor Substations of the Transmission System and the Electricity Distribution Network.
v) constructions for the installation of infrastructure and installation of charging devices for electric vehicles, without the need to install a new transformer (M / S) MT / XT in the internal electrical installation.
w) Enclosure for the operation of migrant detention centers, closed controlled island structures, reception and identification centers and accommodation structures.
x) works required for the installation and operation of Waste Transfer Stations (Waste Transfer Stations).
